Initiating a Cashless Society in Malaysia
The Cashless Society Initiative aims to stimulate the culture of a “Digital First Society” and increase public awareness that the adoption of digital payments is convenient, secure, fast, and easy – which is in line with the Online Safety Act 2025 (ONSA), addressing emerging threats such as financial fraud and online scams to foster a more secure digital environment for the community. The initiative also aims to enable hybrid sales for small traders/retailers to expand their market through digital channels, increase income opportunities, and ensure business continuity during unexpected calamities like floods, COVID-19, etc.
The Cashless Society Initiative has introduced the Cashless Society Framework, which is guided by four key pillars: Digital & Financial Literacy, Security & Safety, Income Opportunity, and Capacity Building. The success of this framework is assessed by the number of community touchpoints that are digital-ready through the implementation of the aforementioned pillars, the number of cashless payments transacted, and the number of traders onboarded on digital platforms.
The first phase was launched in Melaka and at 28 NADI centers nationwide in early 2023. The Cashless Society Initiative was then continued in Phase 2 2024 in Johor, Negeri Sembilan, and Pahang, and in Phase 3 2025 in Perak, Sabah, and Sarawak. As of 31 December 2025, this promotional and awareness campaigns successfully achieved 26,022 cashless transactions and registered 4,572 merchants on the digital premise. Based on these encouraging achievements, this initiative will continue to Phase 4 2026 in Melaka, Selangor, and Wilayah Persekutuan.
To broaden its outreach, MCMC introduced the Cashless Society Train-the-Trainers (CS3T) programme under the Cashless Society Initiative, empowering NADI Managers to lead awareness and training sessions within their own communities. The CS3T pilot programme was implemented in Sabah and Sarawak in 2025. As of December 2025, the programme had been conducted at 31 touchpoints and trained 449 individuals. Following the positive impacts, the CS3T programme will be expanded to other states starting in 2026.

The initiative is guided by four pillars: Digital & Financial Literacy, Security & Safety, Income Opportunity, and Capacity Building. With success measured by community digital readiness, cashless transaction volumes, and traders’ participation with online business.
Financial & Digital Literacy
Ensuring that everyone, regardless of their socioeconomic status, has access to financial services. It also includes awareness on effective and informed decisions.

Security & Safety
An awareness on current challenges use of digital transactions, and to promote secure use of digital transactions, fraud prevention, and data privacy.

Capacity Building
To conduct capacity building programmes and training for digital transactions.

Income Opportunity
To generate income within digital realm.
